An FUE graft quoted means a successfully implanted FUE and not just a harvested FUE. Non tansected FUEs are implanted as harvested and not subdivided to make more grafts (which would be against you). Transection (current rate is  3.731%) grafts are not counted towards your contracted amount of FUE (eventhough they may be implanted in inconspicuos areas as they have a 65% chance of growing). What you pay account only for perfectly harvested/perfectly implanted FUEs, guaranteed.
